This preliminary assessment of rights-based approaches (RBAs) seeks to contribute to the ongoing discussions of RBAs for Indigenous Peoples and local communities (IPs and LCs). RBAs purposefully position the recognition of, respect for, and access to individual and collective rights as central to an initiative’s planning, design, implementation, process monitoring, and outcomes. In mainstream climate change, conservation, and development programs and policies, this means refocusing the relationship between “beneficiaries” and “implementers” to one of rights-holders and duty-bearers. RBAs hold growing discursive importance in relation to the rights of IPs and LCs in conservation and climate change spheres, including the agendas of international agencies. The growing interest in RBAs, and their inclusion in frameworks that will guide development, conservation, and climate projects over the next decade, is laudable. However, few reviews seek to understand how RBAs emerged and how they have been conceptualized. Such analysis is a necessary basis from which to advance discussions on the impact of RBAs and provide lessons to support them. In this review, our primary interest is the conception, conceptualization, and implementation of RBAs in forest-based initiatives, but we reviewed the wider scholarly and gray literature on RBAs in development, conservation, and climate action initiatives.

GLF Nairobi brought together a diverse coalition of influential voices, ranging from scientists, activists, and Indigenous leaders to financiers, women, youth, policymakers, and private sector representatives. As a united front, we collectively championed change and passionately advocated for meaningful action in these pivotal times.

The side event, co-organized with the Stand 4 Her Land Campaign, GROOTS Kenya, and ILC Africa, brought grassroots women, government and CSO representatives, as well as international development agencies together to: 1) highlight the nexus between land restoration, secure women land rights, and addressing the climate crises; 2) share knowledge and successful practices by women restoring land in highland and rangeland ecosystems; 3) create opportunities for networking and alliance building to advance land restoration goals.

Well managed carbon markets can provide opportunities for nature, communities and the economy. However, the introduction and implementation of carbon credit schemes also comes with serious risks: people with insecure tenure rights risk being excluded from benefit sharing and decision making and could even being forced off their land.

This session discussed the risks of carbon markets to local communities without tenure rights, as well as ways to address them and allow community members to become active stakeholders in carbon markets and reap the benefits.

Sub-Saharan Africa is disproportionately affected by desertification, land degradation, and drought. The continent’s drylands urgently need to be restored to help communities adapt to the climate crisis and build resilient and sustainable food systems.

Small-scale farmers, women, youth and Indigenous Peoples are the most vulnerable to the impacts of unsustainable land use practices. However, they can play a crucial role in restoring if granted secure land tenure rights.

This session highlights the importance of tenure security to restoring landscapes, protecting biodiversity, and shielding livelihoods from the effects of the climate crisis.

About the 6th Investment Case Symposium

 

Hosted in Luxembourg and online, GLF–Luxembourg Finance for Nature 2023: What comes next? united 4,500 participants from 160 countries, 106 speakers, and 100 global and local partner organizations, and reached 10 million people on social media, with more than 230 thousand engagements, around how finance can solve – rather than exacerbate – the climate and biodiversity crises.

About GLF Africa 2022

 

GLF Africa 2022: How to build an equitable, resilient food future brought together over 8,500 participants from 122 countries and featured 182 leading scientists, activists, Indigenous leaders, financiers, youth and government leaders, and 68 incredible partners to explore African solutions to the global food crisis caused by climate changeCOVID-19 and the war in Ukraine

Across 31 plenaries, interactive sessions, launches, virtual tours, dialogues, performances, and a job fair, the digital conference explored ways to transform the future of food through healthy landscapes, equitable access to land, and shorter, greener value chains. Messages spread on social media rallied 26 million people around concrete ways for Africa to regain its food sovereignty.

 

The African solutions that are driving sustainable agri-food systems transformation

 

This session addresses the potential and challenges of inclusive land governance as a lever to enhance local resilience and maintain a healthy and productive environment. Practical examples from African countries are presented and discussed to inspire action for sustainable landscapes that “leave no one behind.” Different marginalized population groups like women, refugees, pastoralists, and IPLC are at the center of the discussion:

 

  • Wilfred Babanga, Program Manager for ZOA Uganda in West Nile, showcases the tenancy agreement as a successful land tenure security tool that aims to strengthen the land tenure security of war refugees living in Uganda, he calls to public administrators to replicate it and adapt it to the social and institutional context of other African states.
  • Martin Hoppe, Head of the Division of Food and Nutrition Security, Global Food Policy, Fisheries at the German Federal Ministry for Economic Cooperation and Development (BMZ), believes that the key to sustainable land management is the involvement of all stakeholders including governments, NGOs, and the local community. “Land security is very important in the fight against poverty and hunger.”
  • Bala Wenceslas from the Impact Research Institute (IRI) points out the need for the establishment of a framework for dialogue between herders and farmers, and marginalized groups for the sustainable and equitable management of land resources.

Ensuring equitable land access for everyone

 

This session brings together researchers, environmental activists, and local actors from the ground to discuss how inequitable land tenure arrangements affect the daily lives of local people and how different communities have approached the issue. They also provide examples of existing collaborations that ensure landscape rights for everyone: 

  • Diane Ndarbawa, a young activist from north Cameroon who works in the promotion of access to land for girls and women, states that ensuring equitable land access, use, and governance to women and youth can’t be achieved without including them both in the decision-making process.
  • Busari Kunle, an environmentalist, and a registered Surveyor in Construction firms in the Niger Delta believes in giving women and youth power to land use and governance without any interference, and promoting cooperatives for women’s banking as a tool for investment.
  • Irene Ojuok, a senior researcher at the Right Livelihood College (RLC) in Kenya, speaks about the challenges women and youth face to access land and how granting access to them can help to build resilience against climate change. Kenyan dryland advocate, Charity Lanoi also adds to the importance of addressing cultural context by seeking permission from the elders and husbands in the community to carry out such projects.

Introducing the Global Programme Responsible Land Policy

 

In cooperation with policymakers in the partner countries, the Global Programme Responsible Land Policy project is working to improve the framework conditions for good land governance. Together with its partners, the project aims to introduce transparent procedures and mechanisms in land administration, thereby improving the population’s situation with respect to land rights.

The Global Programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union, and works in Benin, Burkina Faso, Côte d’Ivoire, Ethiopia, Laos, Madagascar, Peru (completed in 2021), Uganda and Paraguay (completed in 2018).

 

Strengthening small farmer’s land rights

 

The livelihoods of large parts of the world’s population depend directly on access to land. If access is denied, the results are often hunger and underdevelopment. The Global Programme has helped in:

  • Strengthening the land rights of over 155,000 small farming households. Of these, more than 60,000 households have registered their land rights in the name of the woman or together as a couple.
  • Resolving nearly 4,100 land conflicts.
  • Additionally, more than 75 agricultural investors follow international guidelines and thus contribute to sustainable development.
