This guidance document provides an overview of how to use the FERM. The document covers information about the FERM ‘s objectives, the context within the United Nations Decade on Ecosystem Restoration, and its role in supporting countries with reporting on areas under restoration for the Kunming-Montreal Global Biodiversity Framework (GBF) Target 2 indicator. Furthermore, it provides step by step instructions on how to use FERM, including the FERM registry, the FERM geospatial platform and the FERM Search engine

Integrated Landscape Management (ILM) is a core component within each country project of the Food Systems, Land Use and Restoration Impact Program (FOLUR) funded by the Global Environment Facility (GEF) and led by the World Bank. Leveraging on its long-time country-support on ILM, the Food and Agriculture Organization of the United Nations (FAO) developed the Participatory, Informed, Landscapes Approach (PILA) to accelerate productive landscape-level transformations of food systems to achieve Global Environmental Benefits while ensuring sustainable livelihoods and food security. PILA empowers stakeholders to make evidenced-based decisions about the future of their landscapes through catalysing the process of Integrated Landscape Management Plan (ILMP) development and implementation for transformative landscape governance.

 

The PILA geoportal

 

PILA supports the ILM process to make easy and fast use of relevant and reliable geospatial information at different spatial levels. This includes leveraging on existing global, regional, national and sub-national data through a dedicated geospatial platform. The PILA geospatial platform, is a web-based global platform targeting all 27 FOLUR countries and hosted in the FAO Earth Map tool from the Open Foris suite. It is meant to allow any user, without background in programming, to access and analyse remote sensing data with known accuracies on biophysical, socioeconomic and productive conditions (e.g. on productivity trends, land use change dynamics, tree cover loss, land degradation, restoration opportunities, etc.). The PILA geoportal leverages the petabytes of multitemporal, multiscale, multiparametric, and quasi-real-time satellite imagery and geospatial datasets from Google Earth Engine and other qualified sources. It also offers advanced analytical functionalities through a point-and-click graphical user-friendly interface, taking advantage of Google cloud services, and allowing quick environmental and climate data analysis as well as land monitoring over an area of interest.

About GLF Africa 2022

 

On 15 September, the Global Landscapes Forum (GLF) brought together over 8,000 participants and 90 partners – spanning sectors and regions of Africa – to learn how to build a sustainable and resilient agricultural future on the continent.

GLF Africa 2022 ran as a fully-digital conference, joining people around the world together in discussions, plenaries, networking events, virtual tours of landscapes, exhibitions, and more, in what resulted in being the GLF’s most attended and engaged-with African event yet.

The event reached over 30 million people on social media and provided a crucial platform for 185 speakers – including 77% African nationals and 51% women – to meet and forge new pathways for Africa’s food-secure future.

This report provides key statistics on the conference’s reach, participants, and achievements, and spotlights the donors and partners who made it happen.

 

Key messages

 

The event identified key game changers that are facilitating the necessary transition towards a sustainable agri-food systems transition.

 

Game changers for a new food future:

 

  1. ‘Leapfrog technologies’. Across the African continent, leaders and institutions are bypassing traditional development stages to ‘jump’ directly to the latest technologies or using emerging tech to explore alternative paths to confronting food system challenges and maximizing benefits.
  2. Centering local knowledge and traditional strategies. These must be the starting point for all technical innovations and solutions toward an equitable, resilient food future.
  3. ‘Brain circulation’. The migration of skilled professionals out of Africa can no longer just be considered a ‘brain drain’. Globalization is helping African ex-pats to take a leading role in the future of the continent – no matter where they live.
  4. Innovative partnerships across all levels. To scale up innovation and make food system transformation worth people’s while, novel and diverse kinds of collaboration will be critical.

GLF Climate: Frontiers of Change

 

Hosted on the sidelines of COP27 in Sharm El Sheikh, Egypt, and online, GLF Climate 2022: Frontiers of Changeunited 7,000 participants from 164 countries and rallied over 27 million people on social media around what humanity can still do to avoid the worsening impacts of the climate crisis.

 

Featuring 228 leading scientists, activists, Indigenous leaders, financiers, youth and government leaders, and 96 incredible partner organizations, the second edition of GLF Climate called for a just transition to a stewardship economy that puts people and nature first.

Tackling transboundary climate hazards

 

This session explores how governments and other stakeholders can better use artificial intelligence and other remotely-sensed early warning data to effectively tackle transboundary climate hazards, including droughts, floods, crop pests, and pathogen outbreaks.

 

The discussion builds on findings from a research partnership led by TMG and the IGAD-Climate Prediction and Applications Centre (ICPAC) exploring the scientific linkages between climate change and transboundary threats such as desert locusts, with a focus on the eastern Africa and Horn region. The session is co-hosted by TMG Think Tank and ICPAC, with support from the German Federal Ministry for Economic Cooperation and Development ( BMZ).

Agriculture and forestry are central to the implementation of the sustainable development goals (SDGs). Smallholders play an important role in this: nearly 60% of food production is produced by smallholders (<20 ha) many of whom are vulnerable to climate change. Small and Medium Enterprises (SMEs) have an important role to play in making smallholder agriculture and forestry economically viable. Smallholders and SMEs are, therefore, essential actors in any strategy that aims at sustainability and climate resilience in landscapes. They need finance to be able to shift towards more sustainable practices. At the same time, less than 3% of climate and conservation finance is assigned to agriculture and forestry and only a small proportion of ODA and climate finance reaches smallholders and SMEs.

Sustainable and inclusive landscapes are landscapes in which all stakeholders are engaged in the design and implementation of, and learning from, actions that increase the sustainability of that landscape. Finance flowing into such landscapes currently addresses mainly the needs for prime materials of large vertically integrated companies, including infrastructure for transport and processing plants. A growing proportion of these investments considers its social or environmental impacts on the landscape and people living in those landscapes, but in spite of that, the reduction in deforestation and forest degradation rates, as well as in poverty, hunger and inequity lag behind. Partially this is due to no or insufficient or only partial application of sustainability criteria in investment selection, partially and also to a lack of consideration of smallholder, SME and community (SSC) initiatives. New ways have been developed to unlock funds towards investments that efficiently and effectively contribute to sustainability and inclusiveness – innovative finance. Examples are blended finance and green bonds.

In spite of creating opportunities for reaching SSC initiatives, these new forms of finance still struggle with the same barriers as more conventional finance. Investors find few investible SSC projects, while SSC initiatives find it hard to access finance. In order to help narrow this financing gap, and mainstream inclusiveness and sustainability criteria in financial decision making, two of the partners of the CGIAR Research Program on Forests, Trees and Agroforestry (FTA), Tropenbos International and CIFOR, started a dialogue to identify the main barriers and seek examples of initiatives that overcame them.

This dialogue started with a set of interviews with key informants along the international flow of finance towards landscapes in low- and middle income countries. The results of these interviews were discussed in a digital summit with an investment manager, a representative of the forest governance and economics group of the FAO and an Ugandan NGO. During these interviews and discussions, a number of barriers, possible ways to overcome them and promising initiatives were described. A literature review complemented this information and resulted into a document which is currently being discussed by members of a community of practice set up for this purpose on the GLFx platform. In the panel discussion that FTA organizes at GLF Luxemburg (30 November 2019) we will build on this dialogue and propose some concrete steps that financial institutions, fund managers, NGOs and Civil Society Organizations can take in the short term to help to bridge the gap between SSC initiatives and available climate and SDG-related finance.
